Senior Municipal Services Costing Expert

EU-funded Project "Support to Ministry of Finance", Kosovo

Job Description

The Senior Municipal Services Costing Expert is a short-term local non-key expert position for the EU-funded project "Support to Ministry of Finance", implemented in Kosovo by GIZ International Services and Ernst and Young.

The expert will provide inputs to the methodology, design, and data analysis of the costing of municipal services in order to facilitate improvements in all areas and to lead a junior long-term expert in data gathering and analysis.

Key responsibilities of the expert include:

Development of methodology e.g. sample of municipalities and services to be surveyed, the data to be gathered and the methods for doing so
Data analysis
Conclusions, practical guidance to include proposed unit costs per municipal service per type of municipality; recommendations for central and local government and individual municipalities
The successful applicant will work under the supervision of the Senior short term international Non Key Expert and in close collaboration with a Junior Local Expert and beneficiaries (Municipalities and the Municipal Budget Department in the Ministry of Finance).

The number of working days is planned to be a maximum of 40, over the period November 2014 to April 2015. Phasing of working days would be by agreement with the senior short term international Non Key Expert.

Desired skills and experience

The Senior Municipal Services Costing Expert should have:

at least a bachelor’sdegree in public finance, accounting or other relevant discipline or a professional qualification in a relevant field
fluency in both written and spoken English
at least 5 years, but preferably 8 years of proven experience in areas relevant for the assignment
strong analytical and quantitative skills
knowledge of municipal administration and particularly municipal budgeting and expenditure would be an advantage
About the project

The project “Support to the Ministry of Finance” is funded by the European Union and implemented by a consortium led by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The project will be implemented from 27th January 2014 to 26th January 2016.

The overall objective of the project is to promote macroeconomic stability and economic growth in Kosovo by improving economic policymaking and budgetary discipline and to streamline fiscal decentralisation by devising, improving and implementing an advanced fiscal decentralisation process.

The work to be undertaken by the project is structured along six components, four being content related, i.e. support connected to the pre-accession economic surveillance procedure, the fiscal decentralisation strategy, improving municipal own source revenues, and costing municipal services, while two are of”horizontal“or “cross cutting nature” relating mainly to contract management, communication and dissemination.
